The government couldn’t censor this story because it would then look like they had something to do with this, when in fact it was the result of a few bad apples behaving criminally.

The question is: would there have been an apology if not for the publicity? I’m inclined to think no — thus the rant.

But in China even the apology is more than they could have hoped for. I was extremely surprised when I saw it this morning. This kind of stuff happens all the time without any apology or firings or news coverage at all. The fact that the government ackowledged it and is firing the people involved is a (small) step forward. But definate kudos to whoever had the cajones to post that picture to Weibo in the first place and get this story out there.
