The government couldn&#039;t censor this story because it would then look like they had something to do with this, when in fact it was the result of a few bad apples behaving criminally.

I was extremely surprised when I saw it this morning. This kind of stuff happens all the time without any apology or firings or news coverage at all. The fact that the government ackowledged it and is firing the people involved is a (small) step forward. But definate kudos to whoever had the cajones to post that picture to Weibo in the first place and get this story out there.]]></description>
