		<description><![CDATA[I think this is one of those instances where you need a blanket rule to cover it - like in the UK when you rear-end another vehicle, it is ALWAYS your fault for not keeping enough distance. 

In this case, the law should clearly state &quot;If you flee from the scene of a car crash, it will be assumed you were drunk&quot; and therefore carry a harsher penalty.]]></description>
