		<description><![CDATA[There are so many ways to disguise government vehicles in China now that it&#039;s become sport. The only blaringly obvious ones are the vehicles with white military plates. But they are beyond the powers of the gong an...especially in areas far from Beijing, like Yunnan or Guangdong (both strategic military centers and rife with abuse).
Chinese just prefer their black saloons with blacked out windows. It gives the *appearance* of a gov car and therefore a traffic cop will think twice about doing anything to it should it break any traffic law.]]></description>
